68   Standing Committees / Scottish Grand Committee

There shall be a standing committee to be called the Scottish Grand Committee which shall consider-

(a) bills referred to them for consideration in relation to their principle under paragraph (2) of Standing Order No. 67 (Public bills relating exclusively to Scotland);

(b) bills referred to them under Standing Order No. 73 (Consideration on report of certain bills by a standing committee);

(c) Scottish estimates referred to them under Standing Order No. 70 (Scottish estimates); and

(d) specified matters referred to them under Standing Order No. 71 (Matters relating exclusively to Scotland).

The Scottish Grand Committee shall consist of all the Members representing Scottish constituencies, together with not less than ten nor more than fifteen other members to be nominated in respect of any bill or other business by the Committee of Selection, who shall have regard in such nomination to the approximation of the balance of parties in the committee to that in the whole House, and shall have power from time to time to discharge the members so nominated by them, and to appoint others in substitution for those discharged.

68   Standing Committees / Scottish Grand Committee

There shall be a standing committee to be called the Scottish Grand Committee which shall consider-

(a) bills referred to them for consideration in relation to their principle under paragraph (2) of Standing Order No. 67 (Public bills relating exclusively to Scotland);

(b) bills referred to them under Standing Order No. 73 (Consideration on report of certain bills by a standing committee);

(c) Scottish estimates referred to them under Standing Order No. 70 (Scottish estimates); and

(d) specified matters referred to them under Standing Order No. 71 (Matters relating exclusively to Scotland).

The Scottish Grand Committee shall consist of all the Members representing Scottish constituencies, together with not less than ten nor more than fifteen other Members to be nominated in respect of any bill or other business by the Committee of Selection, who shall have regard in such nomination to the approximation of the balance of parties in the committee to that in the whole House, and shall have power from time to time to discharge the Members so nominated by them, and to appoint others in substitution for those discharged.

71   Standing Committees / Scottish Grand Committee

There shall be a standing committee to be called the Scottish Grand Committee which shall consider-

(a) bills referred to it for consideration in relation to their principle under paragraph (2) of Standing Order No. 70 (Public bills relating exclusively to Scotland);

(b) bills referred to it under Standing Order No. 78 (Consideration on report of certain bills by a standing committee);

(c) Scottish estimates referred to it under Standing Order No. 73 (Scottish estimates); and

(d) specified matters referred to it under Standing Order No. 74 (Matters relating exclusively to Scotland).

The Scottish Grand Committee shall consist of all the Members representing Scottish constituencies, of whom a quorum shall be ten.

71   Standing Committees / Scottish Grand Committee

There shall be a standing committee to be called the Scottish Grand Committee which shall consider-

(a) bills referred to it for consideration in relation to their principle under paragraph (2) of Standing Order No. 70 (Public bills relating exclusively to Scotland);

(b) bills referred to it under Standing Order No. 78 (Consideration on report of certain bills by a standing committee);

(c) Scottish estimates referred to it under Standing Order No. 73 (Scottish estimates); and

(d) specified matters referred to it under Standing Order No. 74 (Matters relating exclusively to Scotland).

The Scottish Grand Committee shall consist of all the Members representing Scottish constituencies, of whom a quorum shall be ten.

Whenever any bill, estimate or matter has been referred to the Scottish Grand Committee, a motion may be made by a Minister of the Crown that, in the course of its consideration thereof, the Committee may meet in Edinburgh on any specified Monday at half-past ten o'clock, and the question on that motion shall be put forthwith; and if, on the question being put, not fewer than twenty Members rise in their places and signify their objection, Mr. Speaker shall declare that the noes have it: Provided that nothing in this order shall prevent the committee from considering the same bill, estimate or matter on other days at Westminster.

94   Standing Committees / Scottish Grand Committee

There shall be a standing committee to be called the Scottish Grand Committee which shall consider-

(a) bills referred to it for consideration in relation to their principle under paragraph (2) of Standing Order No. 93 (Public bills relating exclusively to Scotland);

(b) bills referred to it under Standing Order No. 92 (Consideration on report of certain bills by a standing committee);

(c) Scottish estimates referred to it under Standing Order No. 96 (Scottish estimates); and

(d) specified matters referred to it under Standing Order No. 97 (Matters relating exclusively to Scotland).

The Scottish Grand Committee shall consist of all the Members representing Scottish constituencies, of whom a quorum shall be ten.

Whenever any bill, estimate or matter has been referred to the Scottish Grand Committee, a motion may be made by a Minister of the Crown that, in the course of its consideration thereof, the Committee may meet in Edinburgh on any specified Monday at half-past ten o'clock, and the question on that motion shall be put forthwith; and if, on the question being put, not fewer than twenty Members rise in their places and signify their objection, Mr. Speaker shall declare that the noes have it: Provided that nothing in this order shall prevent the committee from considering the same bill, estimate or matter on other days at Westminster.

(b) short debates held in accordance with Standing Order No. 94C (Scottish Grand Committee (short debates));

(c) ministerial statements proceeded with in accordance with Standing Order No. 94D (Scottish Grand Committee (ministerial statements));

(d) bills referred to it for consideration in relation to their principle, in accordance with Standing Order No. 94E (Scottish Grand Committee (bills in relation to their principle));

(e) motions relating to statutory instruments or draft statutory instruments, referred to it in accordance with Standing Order No. 94F (Scottish Grand Committee (statutory instruments));

(f) motions for the adjournment of the committee, notice of which has been given in accordance with Standing Order No. 94G (Scottish Grand Committee (substantive motions for the adjournment)); and

(g) motions for the adjournment of the committee, to be made after the interruption of business, as provided in Standing Order No. 94H (Scottish Grand Committee (sittings)).

(d) bills referred to it for consideration in relation to their principle, in accordance with Standing Order No. 94E (Scottish Grand Committee (bills in relation to their principle));

(f) motions for the adjournment of the committee, notice of which has been given in accordance with Standing Order No. 94G (Scottish Grand Committee (substantive motions for the adjournment)); and

(g) motions for the adjournment of the committee, to be made after the interruption of business, as provided in Standing Order No. 94H (Scottish Grand Committee (sittings)).

Any Minister of the Crown, being a Member of the House, though not a member of the committee, may take part in the deliberations of the committee and may make a motion, but shall not vote or be counted in the quorum.

(b) short debates held in accordance with Standing Order No. 95 (Scottish Grand Committee (short debates));

(c) ministerial statements proceeded with in accordance with Standing Order No. 96 (Scottish Grand Committee (ministerial statements));

(d) bills referred to it for consideration or further consideration in relation to their principle, in accordance with Standing Order No. 97 (Scottish Grand Committee (bills in relation to their principle));

(e) motions relating to instruments (whether or not in draft) referred to it in accordance with Standing Order No. 98 (Scottish Grand Committee (delegated legislation));

(f) motions for the adjournment of the committee, notice of which has been given in accordance with Standing Order No. 99 (Scottish Grand Committee (substantive motions for the adjournment)); and

(g) motions for the adjournment of the committee made under paragraph (6) of Standing Order No. 100 (Scottish Grand Committee (sittings)).

93   General Committees / Scottish Grand Committee (composition and business)

There shall be a general committee called the Scottish Grand Committee, which shall consist of all Members representing Scottish constituencies; and of which (subject to paragraph (6) of Standing Order No. 100 (Scottish Grand Committee (sittings))) the quorum shall be ten.

The business of the Committee shall include-

(a) questions tabled in accordance with Standing Order No. 94 (Scottish Grand Committee (questions for oral answer));

(b) short debates held in accordance with Standing Order No. 95 (Scottish Grand Committee (short debates));

(c) ministerial statements proceeded with in accordance with Standing Order No. 96 (Scottish Grand Committee (ministerial statements));

(d) bills referred to it for consideration or further consideration in relation to their principle, in accordance with Standing Order No. 97 (Scottish Grand Committee (bills in relation to their principle));

(e) motions relating to instruments (whether or not in draft) referred to it in accordance with Standing Order No. 98 (Scottish Grand Committee (delegated legislation));

(f) motions for the adjournment of the committee, notice of which has been given in accordance with Standing Order No. 99 (Scottish Grand Committee (substantive motions for the adjournment)); and

(g) motions for the adjournment of the committee made under paragraph (6) of Standing Order No. 100 (Scottish Grand Committee (sittings)).
